All of this just means that if you've got a rusty gatling laser with 21 damage, you are not doing anywhere near that with each shot. The time between intervals that agility affects is they time between when they start attacking, not when they stop then start again. Gatling lasers in particular fire a lot of shots, so with very high agility they do another attack right after the animation from the previous one ends. They attack in intervals based on their agility, and the interval for a multi-shot weapon involves splitting its damage between all the shots in each interval. 20.2 in the FAQ covers the three kinds of weapons on quests, and so gatling lasers fall under multi-shot of course.
